Parliament, the Parliament of Ceticilia or also the CetÞing (pronounced cet-thing /ˈʤɛt.θɪŋ/ or /ˈsɛt.θɪŋ/) is one of two seperate but equivalent legislative bodies of Ceticilia, with the other being legislation by referendum, together making up the Legislative branch of Ceticilia. The number of seats in Parliament is proportional to the number of citizens of Ceticilia, quartered and floored but never exceeding 36. Currrently, there are four seats, three of which taken up by Ceticilian Members of Parliament.

Distinction between Seat of Parliament and Member of Parliament

While the number of seats in Parliament is a variable only dependent on the number of citizens in Ceticilia, persons and parties are awarded proportional representation in the Parliament of Ceticilia. Thus, empty seats may be awarded proportionally to parties as a whole and be dependent on how the rest of the party votes; it always votes with the majority of the party and abstains in case of a tie inside the party. Historically, individuals could not be awarded more than half the seats in Parliament, though this was later amended. In this previous law, a single person would be awarded 50% of the seats and the rest of the seats would be awarded proportionally to each other.
